Southend-on-Sea Borough Council's SMART City Journey


City Science has supported Southend-on-Sea Borough Council’s ‘SMART City Journey’ with a range of advisory services including development of a strategy, business cases and delivery roadmap for an Intelligence Hub.


Our Work

Using our expertise around Smart Cities, we strategically supported the Council’s development of a core narrative and strategic case for the implementation of the Intelligence Hub. Our work covered the consolidation and review of existing council and sub-regional initiatives that influence or are influenced by the Intelligence Hub. This was followed by the development of:

  • Core narrative and strategic case for the implementation of the Intelligence Hub
  • Service Requirements and Strategic Review
  • Options Analysis
  • Concept of Operations
  • Technical plan
  • Route map and Project Governance requirements
  • Financial modelling of benefits and costs of different delivery models, including identifying funding sources
  • Procurement analysis to move the project to delivery.


Based on our guidance, the data, activities and expertise held by the Intelligence Hub will be used externally to provide information to citizens; open data to businesses and academics; and technology system access to third party developers (via APIs).

Our performance of the Intelligence Hub commission led to the Council commissioning City Science to conduct a series of discovery workshops to inform requirements for a Data Warehouse.
